Auditor says Southaven mayor submitted duplicate charges for travel expenses

He testified that the board approved the claims docket for the city’s bills, but didn’t see the mayor’s invoices until after the fact.When questioned about Davis'expenses, Swain told prosecutors that when she compared three months of credit card statements Davis submitted to the chamber in 2010 with receipts the mayor submitted to state auditors, the reimbursements were "similar."Heilman, rebutted her claim by showing that the expenses did not match month by month, in addition to the fact that the statements were larger than what was billed to the city or the chamber by $1,300 to $5,600."If the mayor wanted to defraud someone, why wouldn’t he turn it all in to be paid?"
